About the staff........


Scott Fischer, Ph.D., Program Supervisor, Licensed Psychologist received his Ph.D. from the University of Oregon and completed internship training at Yale University.  He is primarily a forensic psychologist and has conducted assessments for family, juvenile, adult criminal, and child protection matters in Washington, Ramsey, Hennepin, Scott and Anoka counties.  He is a qualified neutral under Minnesota Rule 114.  He is a former chair of the Minnesota Psychological Association Ethics Committee.  Dr. Fischer is committed to providing assessments that are unbiased, based on behavioral science, and consistently focuses on the best interests of children.


Kristina Lund, Ph.D., Licensed Psychologist, receiver her Masters degree in Early Childhood from Bank Street College and her Ph.D. in psychology from the University of Minnesota.  She has been practicing psychology for more than 20 years and doing forensic evaluations at HSI and in the community since 1991.  Dr. Lund works on a contract basis for HSI, and has a private practice in St. Paul where she does individual psychotherapy and a variety of assessments for adults, adolescents, and children, including work for Ramsey and Washington County, and The Archdiocese of St. Paul and Minneapolis.


Pam Quinn, MA, Licensed Associate Marriage and Family Therapist has been working with children, families and individuals for over 10 years.  Pam completed her undergraduate degree in Psychology at Gustavus Adolphus College in Saint Peter, Minnesota.  She did her graduate work at Saint Mary's University of Minnesota in Minneapolis.  She specializes in Custody Evaluations, Parenting Time Expediting, Mediation, Parenting Consulting and various types of conflict resolution. Pam was the sole Custody Evaluator and Parenting Time Expeditor for Sherburne County until she came to HSI.  Her philosophy is that working in the best psychological interests of children is always in the best interest of the family, even when it becomes a bi-nuclear family.  Pam approaches conflict resolution with validation, compassion and professional insight.


Fran Osteen Stawarz, Ph.D., received her doctoral degree in psychology from Florida State University.  She has been in practice as a licensed psychologist for almost 20 years, and has been employed by HSI since 1999.  Her work focuses on clients with Borderline Personality Disorder and other emotion regulation difficulties, and includes providing individual and group therapy, performing psychological evaluations for family court, and supervision of pre-doctoral interns and other unlicensed staff.
